Relocation of Black Diamond Portion of Sanitary Forcemain

The Westend Regional Sewage Services Commission (“Westend”) has recently put the new sanitary trunk main into service through the Town of Black Diamond to the lagoon. This trunk main was installed in order to remove the dependence on the existing trunk main located within the flood plain. Unfortunately during commissioning of this line there were some operational issues that resulted in the need to turn off the new line for a period of almost two months while repairs to the existing sewer line were completed. As a result of this shut down the sewage within the new force main became septic and when the system was recently turned back on caused the release of odourous compounds.
To resolve the problem the Westend contracted to have the odourous compounds removed from the new line. On December 4, 2015 the Westend’s contractor sealed off the manhole lids to prevent the release of odour when repair work on the new portion of the trunk main commences. Following this procedure the Westend monitored the air quality at each of the manholes along the new trunk main and detected no odour-causing gasses above ground.
Repairs to the new line were undertaken starting December 17th and are ongoing until the problem is resolved. Westend’s contractors installed a ventilation fan the to force the foul air out of the system and ran the foul air through an activated carbon filter to remove the odours and any associated gasses that were present. On December 19th and 20th the contractors flushed the line to remove any residual septic sewage. Unfortunately these procedures were not as effective as expected and on December 22nd and 23rd Westend’s contractors installed thicker manhole covers then flushed the line with water on January 4th.
Westend has requested the Town of Black Diamond to close the pathway between 4th Avenue East and Centre Avenue and all the way to the lagoons as a precautionary measure while the cleaning work is being completed. We appreciate the public’s patience during this time and want to assure you that these activities do not compromise the effective operation of the sanitary sewer system in the Towns of Black Diamond or Turner Valley.
